Phở & Café Saigon is a Vietnamese restaurant in Philadelphia, Pennsylvania, at 4248 Spruce St, Philadelphia, PA 19104. Set near the corner of South 43rd Street and Spruce Street, this small café is an inviting option for anyone looking for Vietnamese food in the neighborhood. Its name points to the star of the menu: pho, a familiar comfort dish that customers describe as fragrant, flavorful, and generously portioned. Whether you are stopping in for a meal or picking up takeout, Phở & Café Saigon offers a local place to enjoy Vietnamese cooking in West Philadelphia.

Pho is a common reason customers visit, and reviews show that experiences can vary by taste and expectations. Some diners praise the broth’s aroma, the satisfying portions, and the flavor, while others have found the pho less deep or the serving smaller than they hoped. That range of feedback makes it useful to know what matters most to you: visitors seeking a comforting bowl and a substantial meal may find plenty to enjoy, while diners with a very particular idea of pho may have their own preferences. The menu is described as large, and customers also report enjoying dishes beyond the pho they tried.

The café’s small size gives it a casual, neighborhood feel. It can work for a quick lunch, a relaxed meal, or a takeout order, especially for people who live, study, work, or spend time near Spruce Street. Reviews often mention delicious, consistent food and repeat takeout visits. A few diners have described service during sit-down visits as disorganized, so the in-person experience may not feel equally smooth every time. For a straightforward meal, consider visiting with flexible expectations and choosing the dishes that appeal to you from the broad menu.

Phở & Café Saigon is open Monday through Saturday from 11:00 a.m. to 9:00 p.m. and closed on Sunday. I must say that we are fortunate to have a remarkable diversity of restaurants in our City. Recently, a friend of mine extended an invitation to explore a particular establishment that I have passed by numerous times, under the impression that it was just another generic spot. You know how it goes—sometimes you drive past a place and think it holds no allure, only to discover later that it is, in fact, a hidden gem. Well, I was entirely wrong in my previous assumptions. It turned out to be an absolutely delightful little eatery, managed by a family, which instantly added to its charm. Having indulged in more than 20 Vietnamese restaurants over the past year, I can assert with confidence that this establishment serves the best pho I have ever tasted. I opted for a vegan pho, which featured tofu and gently fried mushrooms. This dish was accompanied by a fantastic variety of mixed vegetables, including broccoli, cauliflower, zucchini, carrots, and naturally, the aromatic mushrooms, all swimming in a delicious vegetable broth and served with noodles. The photographs I took will clearly illustrate the vibrancy of the meal. My partner chose to order the pork pho, which, while similar to mine, included meat and vegetables, and she also could not resist trying a shrimp toast. She was absolutely thrilled with it, declaring it to be phenomenal. This restaurant is one that I could easily frequent, primarily due to its charm and the soothing ambiance that echoes the essence of Saigon. Additionally, there is outdoor seating, which I am eagerly looking forward to experiencing once the weather warms up a bit. The family that operates this establishment is genuinely wonderful; their service is impeccable, and they are all truly kind-hearted individuals. Without hesitation, I would rate this place five stars for its food, service, and atmosphere. As for parking, it was incredibly convenient—we managed to find a spot directly out front without any cost. What a delightful perk that was! I am already excited about my next visit here. I wholeheartedly recommend this restaurant to anyone seeking exceptional food, whether traditional or nontraditional. The menu was so extensive that I consolidated it into a couple little videos. It was just too big to list.

This is a tiny cafe at the corner of S 43rd Street and Spruce Street, with Phos among the best I have had! Fragrant, tasty and huge portions! Though, ever so slightly on the expensive side for some items. Overall, a must visit if in the area!

Honestly, this was a letdown. I had higher expectations, but the whole experience just felt off—save yourself the disappointment and go to Pho 75 instead. The pho wasn’t terrible, but it had no depth or real flavor. It didn’t hit the way good pho is supposed to, and the portion was small—barely any noodles, which made it even worse. The service didn’t help either. It felt inattentive and unwelcoming, like we were more of a bother than actual customers. I also ordered the salt and pepper shrimp, and that was probably the biggest disappointment. It was completely bland—no seasoning, no salt, no pepper, just fried shrimp with batter. It didn’t match what was advertised at all. Overall, I left wishing I had just gone to Pho 75.

Very delicious and consistent. I get take out often...Only thing that wasn't super was when we went to sit and eat, all the oldies that were serving tables and it was ver unorganized. Had a hard time getting water I think because the only guy we asked kept forgetting or something? Getting the check at the end took a few asks too. I just think they were unorganized with that. but the food was great and Ill go back!
